新形势下行政事业单位会计人才综合素质的提升

【摘  要】面对一系列会计制度的实施，行政事业单位必须不断提升财务人员综合素质。实践证明，行政事业单位会计人员综合素质的提升要从职业道德素质、专业业务能力、会计岗位制度等方面入手。论文结合工作实践经验，以新形势环境对行政事业单位会计人员提出的新要求作为切入点，剖析行政事业单位财务人员综合素质所存在的缺陷，最后提出提升行政事业单位财务人员综合素质的具体对策。

【Abstract】Facing the implementation of a series of accounting systems， administrative institutions must constantly improve the comprehensive quality of financial personnel. Practice has proved that the promotion of the comprehensive quality of accounting personnel in administrative institutions should start from the aspects of professional ethics quality， professional ability， accounting post system and so on. Combined with the practical experience， the paper takes the new requirements of the new situation environment for the accounting personnel of administrative institutions as the starting point， analyzes the defects existing in the comprehensive quality of the financial personnel of administrative institutions， and finally puts forward the specific countermeasures to improve the comprehensive quality of the financial personnel of administrative institutions.

1 引言

随着经济的不断发展，尤其是行政事业单位会计制度改革的不断推进，作为会计工作者必须要加强学习，不断提升综合素质，以此满足新形势下行政事业单位财务工作的要求。现结合多年工作实践调查，详细剖析关于新形势提升行政事业单位会计人才综合素质的相关策略。

2 新形势下行政事业单位会计人才的新要求

当前我国正处于行政事业单位改革的关键时期，尤其是新预算法配套的新实施条例的出台和新的会计制度准则不断的修改，对行政事业单位会计人员提出新的要求：一是要坚定四个自信，自觉践行“两个维护”，加强作风建设。基于全面从严治党的要求，作为行政事业单位会计人员必须要不忘初心，牢记使命，自觉践行“两个维护”，严格按照规范要求，强化党风廉政建设，做到不敢腐、不能腐、不想腐。二是要求会计人员要掌握电子发票入账的相关技能。……
